Get Ready for CA SB 253

California’s climate disclosure law is changing how companies report emissions—and what they require from their partners. Its impact extends across the value chain, regardless of location.

CA SB 253 Scope 1 2 3 emissions reporting overview

What is CA SB253

SB 253 is also known as the California Climate Corporate Data Accountability Act.

California’s SB 253 requires large companies (over $1B in revenue doing business in California) to report:

  • Scope 1: Direct emissions
  • Scope 2: Purchased energy
  • Scope 3: Emissions across their full value chain —including suppliers and service providers

Scope 1 and 2 reporting is already underway.
First Scope 3 (supply chain) reporting will be based on 2026 data, disclosed in 2027.

Why This Matters

Most companies are focused on their own reporting requirements.
But the biggest impact will be felt across their supply chain.

If you work with these companies, you will likely be asked for emissions data.

Often:

  • With little notice
  • Without clear guidance
  • Before you’re fully prepared

Important Distinction

SB 253 reporting is based on carbon emissions—not usage.

That means:

  • It’s not just utility usage
  • It requires translating operations into emissions data
  • Most teams are not set up for this today

Who This Applies To:

Companies Required to Report
Large companies (over $1B in revenue) doing business in California.

Companies in Their Value Chain
Suppliers, service providers, and partners whose data will be required for Scope 3 reporting.

Including:

Suppliers / Manufacturers
Your customers will begin requesting emissions data.

Service Providers
Architects, Engineers, IT, and other consultants: Even without manufacturing, your operations contribute to client Scope 3 emissions.

What Most Companies Get Wrong

  • Waiting until requests come in
  • Assuming this only applies to large companies
  • Not capturing data during normal operations

What to do Now

  • Start capturing operational data
  • Understand where emissions come from
  • Prepare before requests begin
